In English would this be intertemporal budget constraint and not intertemporal budgetary constraint ? I have a doubt because shortly before in the text there is:

Does this seem like a case where I should keep "budgetary" - intertemporal budgetary constraint ?

intertemporal budgetary constraint


Explanation:
Every budget is, by definition, a constraint so yes you are right. I have not seen the formulas but debt is the slack variable of a budget constraint...otherwise Greece and Ireland would not have the problems they have...you get indebted when you do not pay heed to your budgetary constraints and go on with your (national) lifestyle
