Hm, I don't think we often see such conflicting suggestions as the three below:
does "les crises rebondissent' mean:
a) the crises develop = occur
b) the crises pick up again = the situation improves (?)

c) the crises relapse = yet another crisis
(dlan's suggestion)
d) the crises bounce back = the crises have their culminating points in the areas in question
(David's suggestion)
What does the context show? If we can agree on a meaning of the source sentence, we will find the translation.
Sorry, I have no suggestion; I don't want to create confusion, but I am too intrigued not to make a comment on all the good, yet contracdictory suggestions here below.
