Is this simply: a country can stabilize its debt as a percentage of the GDP?

It seems to me to mean that the debt can be stabilized, not at a set sum, but as a percentage of GDP (which of course varies).

So they're saying not "$ XX bn" but "X % of GDP"

in relation to the GDP


Explanation:
IMO, the meaning is that the country can stabilize its debt in relation to GDP. I don't think the phrase is just about expressing debt as a percentage rather than as a dollar quantity, but rather – IMO – it is also about maintaining a degree of equilibrium between debt and the GDP – for instance, from year to year.
