Bareme elsewhere in the document refers to the eligibility criteria for the welfare allowance, and transferts presumably means transferts sociaux. I wonder if 'extrapolating' is a good translation here of 'generalisant', but then how to render the rest of the phrase - i'm completely stuck!

This is a *simulation*. They aren't actually allocating benefits, and there is nothing about 'means-tested' or 'welfare' in the French phrase -- they're economists talking about transfer payments and who gets how much, which they are trying to estimate using a sample. |
