En effet, privatiser sans réformer l’environnement économique équivaudrait à transférer des situations de rente vers le secteur privé, ce qui serait pire que la situation initiale. Pour l’autre approche, réformer sans privatiser limiterait les gains d’efficacité économique qui seraient éventuellement générés.
