Explanation:
Of course the context given by the Asker is insufficient, but "response" is one of the typical translations for "intervention" in NGO-speak.

Let me restate, this is almost just a guess, due to the lack of a whole sentence, lack of what precedes, and – most importantly – lack of what follows. :-((
