L’Agence intervient pour soutenir le pays dans la mise en œuvre de sa transition économique. Après avoir réussi une première phase de diversification de son économie, le pays doit aujourd’hui **faire face à un palier de son développement** et trouver de nouveaux ressorts de croissance qui rendent son économie à la fois plus robuste dans un contexte de mondialisation accrue et plus soutenable, alors que le pays dispose de ressources naturelles limitées et fragiles.

overcome a growth plateau


Explanation:
growth plateau is I believe is the correct economic term. i.e. after the first burst of growth the economy has reached a plateau (leveled off,) and must find new ways to stimulate growth to ensure the economy is robust enough to respond to the challenges of the global market.

cope with a hiatus/plateau in its development


Explanation:
"Faire face à" is to cope/deal with. One could retain the symbolism of palier by using "plateau" but, as this is not a literary text, I think that metaphor is unnecessary and the clarity of "hiatus" is to be preferred.

neutral  Petitavoine: Je crois qu'il faut voir palier comme dans une cage d'escalier, tout simplement. Tu n'es pas obligé de t'arrêter pour reprendre ton souffle, mais tu en as l'occasion.//IMO palier n'est pas automatiquement connoté de l'idée négative de marquer le pas.
