This abbreviation appears in the top portion of a student transcript from a French university. The "e" has an accent like "etudiant" and the abbrev. is followed by "f". One possibility I found is "ISC - International Student Council", but I'm not sure if this is correct. The transcript reads as follows:

Explanation:
I just remembered that universities love to use Latin and all it has to do with it, so maybe this is just one of the ancient Latin ways in which Student organization wanted to confirm that this student was its member?

I am saying this because I found this site that deals with reconstruction of medieval usage of Latin in French:
