If this is in the place where someone would sign such as a driving licence etc, i would suggest holder. However, as your translation is about education beware, titulaire can also refer to a teacher holding a post in the employ of the Education National.

Explanation:
Ambiguous without more cotnext, namely a more extensive extract.

"titulaire" for a certificate would generally mean "holder" of the certificate, ie the student being awarded the diploma in question.

However, "titulaire" in teaching contexts in France also means the offially appointed holder of the teaching post in question.

Certificates confirming educational qualifications are rarely signed by the holder, but this cannot be excluded. From what you say, it sounds more likeky to be the graduate than the one of the professors. Never the less, short on context for the time being this question remains ambiguous.
