French term or phrase: 'avec développement de licences'
I have looked up the courses mentioned in the text below and have found information on them, but am still wondering exactly what 'avec développement de licences' means:

Le site de X (higher education establishment) regroupe trois formations avec le développement de licences :

Organisation et Génie de la Production (OGP)
Génie Electrique et Informatique Industrielle (GE2I)
Sciences et Techniques Activités Physiques et Sportives ( STAPS)

Could it perhaps mean that they are not necessarily degrees (at least one would appear to be a DUT or Diplome Universitaire de Technologie) but can be taken as degrees? It sounds a bit vague to me.

Or does it perhaps mean that these degree courses are still being developed, perhaps?

I believe it is exactly what you said at the end: they are still defining the details of the degree course. Under the new LMD (Licence - Master - Doctorat) scheme, universities are scrambling to re-jig their degree courses and offer exciting, new-and-improved options, colours, shapes, flavours, etc. etc.

Actually I think Irene Forcella and Femme are correct in saying that the courses were recently developed and are now being introduced.

Explanation:
It seems to me that these courses are actually being introduced. This does not necessarily mean that the courses did not exist as such before, but probably that they were not available in that institution / area. Therefore, I would keep the sense of courses being developed rather than just offered.

Explanation:
The presence of the word "formation" I believe indicates that these are training programs rather than a more formal education program. These courses seem to be somewhat more of a vocational type.
