Hazardous Materials Maintenance Technician Skill Standards Reviewed and Updated
July 2004 - On July 13, 2004, the Texas Skill Standards Board (TSSB) recognized amended skill standards for Hazardous Materials Maintenance Technician (HAZMAT).

On March 25, 2004, the TSSB staff in collaboration with the Industry Advisory Committee of the Fire Protection/Emergency Medical Services (EMS) Program at Collin County Community College, facilitated a working session with hazardous materials technicians, training directors, and field supervisors to review and the HAZMAT skill standards. Public and private industry representatives from the Plano Fire Department, FSI International, and MCI participated in the review.

Hazardous materials technicians treat, monitor, store, and dispose of hazardous materials and conduct emergency response.

The HAZMAT standards were first recognized by the TSSB in December 1999, having been developed by industry representatives from Southwestern Bell, Raytheon, Texaco, and Fina with the participation of the Odessa College District. The HAZMAT standards apply to sample job titles such as HAZMAT technician, enforcement inspector and compliance officer, hazardous waste management specialist, HAZMAT disposal manager, solid and hazardous waste technician, and industrial waste inspector.

Industry representatives changed the title of the standards to "Hazardous Materials Maintenance Technician," considered a more accurate description of the occupation, and amended primarily the Occupational Knowledge and Skills and Conditions categories of the standards. Other amendments to the skill standards include updating federal and state references utilized by HAZMAT technicians. Terms such as "national incident management system" and "mitigate" replaced out-of-date terminology or clarified the description of work a HAZMAT technician must perform. Industry representatives also combined and/or deleted several key activities and one critical work function, reducing unnecessary repetition and improving the overall quality of the standards.
