twice eligible for agrégation (but never successful !)

Explanation:
admissible = eligible to sit the oral part of an exam ; here : agrégation, which is not exactly an exam but a competitive entry examination.

bi= twice

neutral  katsy: sorry to be a wet blanket, but 'eligible' just doesn't seem sufficient. You are eligible for the agreg once you have successfully enrolled to sit the first (i.e. written)part.

Bi-acceptable

Explanation:
Many google hits for "bi-admissible", all related to education.
I give it a low since maybe it's a google translation. In general Bi-acceptable is related to mathematics, I think.
Needs confirmation by experts in education.

acceptable/admissible in two respects

Explanation:
Just guessing. If all it takes to be a policeman is to be 6 foot tall or to have no criminal record, someone who has no criminal record and is 6'3" would be "bi-admissible" to the police force. Someone with no criminal record but only 5'3" would be "mono-admissible"!!

  -> Thank you Manuel.

agree  katsy: would prefer 'oral session of the Agrégation' with explanation of Agrég in parentheses, rather than 'competitive exam' of which the Agreg is only one// exactly - and bi-admissible only refers to the Agreg as a 'rank' in teaching
7 hrs
  -> Thank you. The same would be true for CAPES/CAPET etc.

Explanation:
