French term or phrase: abbreviation
In a Certificat de Fin de Scolarité: "CET ELEVE A QUITTE L'ETABLISSEMENT POUR LE MOTIF: SUITE ETUDES 2D DEG. MEN: PUBLIC HOR". Anyone have any idea what "MEN: PUBLIC HOR" might mean? Would appreciate any light anyone can cast on this.

Parmis les "HOR" courants en vocabulaire Education nationale:
"HORaire": (généralement associé à "volume"): pas grande signification ici
HORs contrat: à exclure pour un établissement public (seuls les privés peuvent être "hors contrat")
HORs département ou académie (impossible de trancher ici, il faudrait le contexte pour savoir s'il s'agit d'un élève du primaire relevant d'une gestion départementale ou du secondaire relevant d'une gestion académique), le plus probable à mon avis

A titre anecdotique si l'élève est en bourgogne il existe aussi un établissement du mont d'HOR:

MEN = Ministère de l'Education Nationale

HOR (Iam less sure, but it is probably, "Hors Secteur" (out ofthe candidate's scholar area)
ou "Hors Système scolaire" if the candidate is, for instance, an adult, or over 16 and not registered in a school (working by itself).

  -> Thank you! I do not think that "HOR" is short for "Horaires", but MEN is a Minotaure and Octopus combined!

horaire in these contexts sometimes means the number of course hours but in that case it is written; Volume horaire
