French term or phrase: titulaires
Publicity material for a French architecture school. I'm not sure of the distinction made between "enseignant" and "titulaire" here:

L'école en chiffres
- 2855 étudiants inscrits en 2007
- 885 étudiants étrangers
- 32 étudiants en double cursus architecte-ingénieur
- 250 enseignants dont 106 **titulaires**
- 7200 architectes anciens élèves de l’école
- 96 destinations offertes en mobilité à l’étranger
- 4 laboratoires et équipes de recherche
