This is a question in a survey: La notion de diplôme est-elle importante (au vue de l’expérience d’implantation à l’international)? The question is asked of different countries. I am not sure to what this is refering ie if it refers to the need to have a degree in order to go abroad?

Explanation:
'Implantation' really refers to the act of moving somewhere. The context does not allow us to know more about this. Maybe the writer is targetting international business trips for a company, or the fact that someone might, of their own accord, go abroad and work there. In the latter case, then 'in terms of moving abroad to work' would be more appropriate.

An educated guess.

The source is a bit overinflated, style-wise (and "au vue" is wrong, should be "au vu").

So I think the author simply meant "Is a diploma all that important – compared to previous experience– when it comes to sending a guy in expat to start up a business"?
