Should be one of the two. CEC is the Caisse d'epargne et de consignations (used to be the only one bank for the large public. Thsi is my opinion.

Note: When someone in Romania deals with the public service (gov't institutions and request something, that institution asks h/her to pay a tax and that is generally almost uniquely paid to CEC and they ask you to present that receipt as a proof of paying the tax, so I am sure the right translation is RECEIPT). You may skip the rest which would be good for the glossary in other instances and for other types of banks and situations.
