Should be one of the two. CEC is the Caisse d'epargne et de consignations (used to be the only one bank for the large public. Thsi is my opinion.

Note: When someone in Romania deals with the public service (gov't institutions and request something, that institution asks h/her to pay a tax and that is generally almost uniquely paid to CEC and they ask you to present that receipt as a proof of paying the tax, so I am sure the right translation is RECEIPT). You may skip the rest which would be good for the glossary in other instances and for other types of banks and situations.

CEC is not translated into English yet, not even on their site, English version: https://www.cec.ro/index.php?id=1&L=1

and therefore you can keep CEC when you translate and add a note, if necessary.
