French term or phrase: avis d'orientation
From a description of the Luxembourg education system, under the 'primary school' section:
"Les enseignants donnent un avis d'orientation pour le passage vers l'enseignement secondaire général ou technique."

As there is clearly no UK English equivalent, I'd like to see if anyone could come with a good English rendering of the term.

The context seems to make the term quite clear, so it seems you'd have a lot of leeway on this one. How about something along these lines: "The instructors formally recommend one of two secondary education tracks: general or technical."

Explanation:
I admit to knowing nothing whatsoever about the Luxembourgois education system (!) but would this fit? Sounds like the profs give an evaluation of a child's ability to tackle either academic or technical secondary education, but also that this could be overridden by parents? Educational 'streaming' would be too strong I think ...
