In gardening, a "tutelle" is a cane or string positioned to support a growing plant, and it is from this usage that this common educational metaphor derives: the institution is responsible for its own development, but does so within a framework laid out by the directing authority.
"Run by" perhaps implies rather more micromanagement than is the case here, though has the advantage of conciseness. Dependent institution (not "depending"[sic]) is, to my mind, has an excessively passive connotation, which the "tutelle" metaphor was presumably devised to avoid.
