Dans une période de crise économique, les territoires les plus dotés initialement en ressources pourront renforcer et consolider leur avantage en créant des pôles de recherche et de formation conséquents et attractifs. Un système de recherche et de formation universitaires à plusieurs vitesses découlerait à terme de cette situation. Les voies de sorties sont peu nombreuses. Un retour à un volontarisme scientifique, prenant en compte les spécificités des territoires et **articulant les institutions nouvelles créées les unes aux autres** permettrait peut-être de définir un programme de recherche plus cohérent et de promouvoir une meilleure allocation des ressources.
