Finding it difficult to figure out "citer les compétences essentielles à faire asseoir chez les élèves" in this sentence. Does it mean that they couldn't even get the students to sit down in order to teach them? See below:

"Il a même été difficile pour certains enseignants et enseignantes de citer les compétences essentielles à faire asseoir chez les élèves afin qu’ils puissent apprendre à lire et à écrire au cours des trois premières années de l’école fondamentale."

I would word it like this (very different from the French but keeps the same basic meaning):

faire asseoir = to lay the framework for/to plant (as in "faire asseoir les valeurs démocratique).

You can express the idea of "faire asseoir" without being super literal (as shown in my translation.
