philgoddard: Has, not have.//I know, but "have" is still wrong. "They" can be a singular or plural form, but it's singular here.

-> I used the plural form as I didn't know which of 'his' or 'her' was more appropriate. Additional reply: I wouldn't use 'their' with a singular form, though some do, hence my plural option, modified when more context was given.

Timothy Rake: Is this a club or a school? If it is shcool, I would highly recommend the "is fully paid up" option, as "has paid his dues" has the connotation (in American English at least) of have "worked hard to earn the right to..."

Nikki Scott-Despaigne: "être en règle" may not necessairly require the person to pay anything at all. It may require them not being overdrawn for example. "Has no outstanding debt towards the accounting department/teasurer/...". DIfficult to say for "caisse" w/o more info.
