I have this in a list of someone's educational background. It lists their diploma and then "premier de la promotion" - is this similar to "with Honors"?

and the year is usually the year of graduation so the "class of 2010" would be the class group graduating in 2010

  -> a "promotion" dpes not have a premier until graduation!

agree  1045: Usually, the valedictorian is the highest ranked student among those graduating from an educational institution. It has nothing to do with 'with honours' ... or honors in the U.S.
