It seems pretty certain that it is in fact an acronym for 'mise à la terre' = earthing [BE] or gounding [AE]
The 'barrettes' will be some kind of terminal strip / block; the term is used quite sloppily in FR, so the exact translation will depend on the context (that you haven't given us...) --- in particualr, the sort of scale of the installation (domestic hifi / nuclear power station, etc.)
