| | | carry forward | Explanation: I think it's actually 'à reporter', meaning 'to be carried forward' --- of course, in EN in this sort of context we woudln't express it like that, we'd probably say something like 'see later' etc.
And therefore I can only imagine that the 'report' is 'the thing that has been brought forward' -- no idea how to express that in EN here, perhaps '[carried over from Chapter X]'
