Les réceptions des installations et ses vérifications seront faites par un organisme agréé aux frais de l'entrepreneur qui s'occupera des démarches et des frais relatifs à ces réceptions. Il fournira les appareils de mesure pour la réception de l'ensemble de l'installation.
Le choix de l'organisme agréé devra être approuvé par le Maître de l'Ouvrage.

First of all, not really sure if it is the organisme or the entreprenneur who will supply the appareils; second, why is this being even being mentioned, wouldn't an organisme agréé have its own appareils?

Explanation:
If you can't get hold of the people responsible for the document, be active about it and:

1) translate it one way or the other but call attention to it and to your doubts,
or
2) leave it in French and call attention to it;

or

- be passive about it: "Measuring devices/instruments for acceptance tests will be provided " (and still call attention to it).

Personally, if I were the 3rd party doing the tests, I might prefer to use my own equipment, knowing when it was last calibrated and how roughly (or not) it has been treated, rather than rely on equipment I don't know the history of. Probably depends on how specialized the equipment required is, how voluminous, how easy to transport, etc.

The Contractor will/shall provide measurement instruments

Explanation:
It seems logical that the "entrepreneur" was the last mentioned and this provision follows the idea of costs and arrangements that the Contractor will be charged with.

The "organisme" may have its own instruments but it is still the contractor's responsibility in terms of this contract to which the "organisme" is not a party.

I agree that asking a question or making a comment is the best way to proceed if any doubt arises regarding the meaning of the source text. My proposal applies to the case when you have to make a choice anyway.

agree Tony M: Sound advice, from the voice of experience! My GUESS is that it is ultimately the CONTRACTOR who is responsible for providing the test equipment, i.e. anyone BUT the client. / Certain measurements might require hiring of 3rd pty eqpt, for example.
