It is important to know that this figures as a footnote referring to the total charge for electricity:

(1) y compris le coût de l'acheminement de l'électricité pour 47% (% moyen pour me Tarif Bleu)

It's a little difficult to explain exactly, but ever since the big storm of '99, they've been very eager to tell us just how much of our bills relate to the supply network (i.e. as distinct from generating costs)

Of course, strictly speaking, it's not really correct to say 'supplying electricity', since after all, that's what the electricity bill is for in the first place. 'provision of the means to supply' would be nearer the intended meaning, but of course, impossibly clumsy!
