Is there a set term for this in English? I'm tempted to write round it, but perhaps there is a neat equivalent?

Les armoires de découplages assurant des fonctions de sûreté et celle de l'arrêt général de production sont considérées comme des cibles sûreté.

These appear in a nuclear plant - here switching the plant to a safe state in the event of a fire, power cut, etc.

ISOLATION SYSTEM
Electrical isolators for nuclear power plants are required for the isolation of safety-related, Class IE circuits from non-Class IE circuits

Each Model 158 Cabinet is divided into two trains, and Class IE electrical wiring from the redundant safety system trains are brought into the isolator cabinet through separate entrances. Only systems dealing with isolation or wiring being isolated are permitted in the isolation cabinet.

Explanation:
I believe this is like an electrical switchgear cabinet or panel containing, as you say, all the switches for shutting down vital parts of the plant.

Explanation:
Related to decoupling of turbine and generator?

I imagine when this is done a whole load of systems have to be shut down to switched to some other status. So this cabinet might, upon receiving the "decouple" instruction, signal or otherwise control the interlocked systems to switch to the desired the state before turbine/generator decoupling.
