Not much context as this is the only mention of the term in the entire document:

"Une notice de fonctionnement [...] décrit une fonction, depuis les capteurs jusqu'aux actionneurs en suivant le découpage du synoptique associé.
Exemples :
- traction ;
- pilotage hacheur ;
- antienrayeur remorque ;
- surveillance de l'instabilité bogie."

hacheur = chopper (colloquial name for some kind of switch-mode power circuit)
pilotage = drive, driving, or possibly driver, depending on the context

Although 'chopper' was originally an ifnormal term, I think it has now been widely accepted into standard technical jargon, and it seems to me the correct register to translate the (a priori) equally informal FR term.

I agree with Polyglot that 'controller' might well be the better term to use, though one perhaps has to ask oneself why the FR uses the specific term 'pilotage'...

Explanation:
Or thyristor chopper control. As chopper has several meanings (technical and slang!) thyristor seems better to me.
