In the 'olden days', we used to call this kind of power inverter a 'DC-to-AC convertor', which makes it easier to see the connection with 'onduleur'.

Nowadays, of course, use of the FR term has been expanded to include the 'inverer + battery' combination that properly speaking is included in the classic UPS (Uninterruptible Power Supply) — but it's bundantly clear from the context that this is indeed what is being talked about here.

Explanation:
It's a backup power system or Uninterruptible Power Supply. Presumably chaîne refers to the "string" of equipment, i.e. on the output side, storage batteries and inverter primarily, and on the input side, rectifier and the same storage batteries.
