If you want to stick close to the original sentiment (relatively less important in UK EN, where the pinning issue doesn't really arise), then this is how I would express it; I think adding the 'standard' would be very helpful to the reader, in explaining why the statement is being made in the first place.

The problem only arises because there are 2 types of 16 Amp connector in FR: the standard 'domestic' type, and the CEE17 'industrial' type. Hence why someone presumbly felt it was important to specify which...

By the way, 'brochage' = 'pinning' is quite common in electrical / electronics contexts. Can also sometimes be better translated as 'pin-out'.
