It doesn't seem to me like this could possibly have anything to do with being laid of... Help!

Dès le 1er juillet 1999 il existe en Flandre une obligation de rétraction pour tous les **appareils électriques et électroniques congédiés**. Avec la résolution d’exécution « Vlarea », les importateurs/fabricants, les demi-grossistes et les commerçants en détail sont tous ensemble responsable pour l’acceptation, le démantelage, et l’usinage des appareils électriques et électroniques congédiés. (Vlarea, 17/12/1997, M.B., 16/04/1998).

Explanation:
This sounds awfully like EU directive 2002/96/EC on the correct disposal of end of life equipment, referred to in the UK as the WEEE directive. Even though the French version of the web ref I've given doesn't refer to "congédiés" it really does seem to be the same thing.
