outdoor bushings of phase conductors
Explanation:
Bushing appears to be the more common term here.

penetrations of overhead lines

Explanation:
A "penetrator" is generally a special connector which allows the contents of a pipe or cable to pass from one side of a wall to another. These are found in electrical, pneumatic, hydraulic and fibre optic settings. Here I imagine the HV lines are passing into a building or substation.

ABB (and they should know) define a traversée as "Une traversée est un isolateur qui fait passer les conducteurs HT à travers la cloison d’un matériel électrique mis à la terre.". I'm fairly sure that "overhead line insulated bushings with the prescribed spark-gap..." would cover it. The IEC glossary (http://www.electropedia.org/iev/iev.nsf/display?openform&iev... agrees that a "traversée" is a "bushing", though my EDF glossary gives it as "penetrator".
