These 2 expressions "Dessin Technique" and "Réalisation d\'Études Techniques", appear in the description of an engineering software.

'dessin technique' is definitely tech. drg. OK --- in this case, it probably means simply 'making a neat computer generated drawing from an existing design'

'réalisation d'études techniques' is probably referring to usig the software to actually come up with a design in the first place: 'production of engineering designs' might be a good way of expressing it.
Note that although 'étude' normally means 'study', in many technical instances it is extended to mean 'the design that results from the study' = the whole design process.

And 'technique' often is better translated as 'engineering', as I feel here.
