It sounds like we're talking about one of those little 'jumpers' that is used to configure boards in computers and other electronic equipment.
My interpretation would be 'fitted without making contact' --- in this case, in English we'd probably say 'parked' --- i.e. it is fitted in such a way as to not serve any useful purpose (often = no options or default option selected), but is simply being 'stored' in case of future need.
This would be born out by the fact that it says "sur l'une des 2 broches seulement" --- in other words, instead of the 'jumper' making a desired connection between a particular pair of 'pins' (or contacts), it is left 'floating' in mid-air, just pushed onto a single pin.
