French term or phrase: attestation de mise sous régime
From an electricity supply equipment contract:

I'm not quite sure exactly how this phrase would be expressed in such a contract in English. Any help greatly appreciated.

Paul Stevens (asker): 8:43am Jun 5, 2005: I meant to say that I was thinking of using "certificate of procedure", but I'm not certain about this.
Any thoughts?

(report of) steady-state operation
Explanation:
This is a previous KudoZ answer referring to nuclear plants. The answerer says:
"This is not legal but rather nuclear power generation language. The "attestation" is apparently a certificate that the plant is running at its normal level."

Hope it helps.
