Explanation:
There's probably a better expression, but I understand this to refer to the power available at the terminals from the powerhouse (generator), as opposed to that coming out of the powerhouse switchyard/substation which will introduce some losses.

Same concept as the power available from your car engine at the crankshaft as opposed to that at the wheels.
