Also you should kee "basin" which is different from a tank.
A basin can be made by digigng a hole in the ground, it is then covered with some special geotextile, or other plastic type material to gather the residue, when a tanks is a metal or concrete open or closed type piece of equipment. |

| coal ash basin effluent??
Explanation: Assuming this is not something underneath the boiler, but a storage site for the ash (waste) - which will get rained on, etc. and leach/leak contaminants into the soil, streams, etc.
