This is in a lelter from a lawyer commenting on claims for damages by an electricity company after the failure of a generator due to cracks in bearing girders. I can't work out what "sur les règles" means here.

Est évoque alors que par rapport a une installation marine, ('installation de type stationnaire fait apparaître au niveau des longrines des différences fondamentales qui pourraient expliquer le niveau de contrainte élevé
calcule :

inférieure entre le stationnaire sur massif et toque
métallique pour la marine, démontrent de manière
évidence que la structure stationnaire est plus rigide

Explanation:
How comforting to know that lawyers around the world speak the same brand of verbal diarrhoea.
Motors and other motorised units such as hydraulic power packs are often mounted on skids which enable them to be placed as a pre-assembled unit. Given that a "règle" is also a ruler or straight-edge, the "règle" here would seem to be a rail or some other platform.

Explanation:
could it be
'a comparison of the height etc from the measurements..'. ? First paragraph alludes to calculations, and 'regle' can mean a ruler?
