I presume that the bolts and nuts that hold the tower (they go up to 130 m height these days) are heavy (and expensive) stuff.

Do we know for sure they mean those mechanical holding-down systems? I suspect something else might be intended, but we need context to be sure either way. 5% might be an awfully big amount for what amounts to few nuts and bolts!
