French term or phrase:procédure d'instruction
Now I know why I avoid juridical stuff! However, this appears in a bid for installation of an offshore wind farm and although the meaning is (almost) clear, I fear I don't have the right quasi-legal background to express it comme il faut.
"En effet, le service gestionnaire du domaine public maritime conduira **la procédure d’instruction** du dossier de demande de concession d’utilisation du domaine public maritime, en application du décret 2004-308 du 29 mars 2004".
Too many "du's" and "de's" for my taste, but I guess that's just legalese. Any suggestions gratefully received....

Explanation: The service conducting the procedure isn't leading an 'inquiry' or doing an 'examination' (French has words for these things) so much as it is coordinating the review of the application: gathering the opinions of all the other officials and bodies that have a say in the matter and assembling this all in a dossier prepared for the ultimate decision-maker.
'Instruction procedure' is no doubt accepted Eurospeak, but in modern English nobody instructs an inanimate written object (except possibly in Scottish law).
Explanation: 'instruction' in the sense of 'examination' of the dossier (similar to 'juge d'instruction' = examining magistrate)
