The only thing I can come up with is that it is some kind of fast breaker switch.

Googling "jansen" + "tap changer" brings up loads of stuff. It would seem that for an expert, at least, "Jansen switch" would suffice.

For something longer, it will depend on your approach to translation. Is the difference between your French descriptive expression and the English descriptive equivalent due to cultural differences (those who describe a thing by its form, those who describe it by its function, etc.) or because people feel the need to insist on certain of the device's properties, overlooking others?

Maybe the passage rapide property is of particular importance for your writer. Or maybe it's just bla-bla. For Dr Jansen, at any rate, the quick-acting nature of the beast was an important aspect of his patent, it would appear.
