This term comes up in some technical specifications relating to turbine generators. Section is entitled:

ETUDES RELATIVES A LA FIABILITE, LA MAINTENABILITE ET LA DISPONIBILITE (FMD) DES MATERIELS DE L'ILOT CONVENTIONNEL

Etudes relatives à la fiabilité des matériels
a) Allocations
Les études préliminaires réalisées par EDF ont permis la définition des allocations d'indisponibilité à respecter pour les systèmes élémentaires ou les matériels principaux ayant un impact significatif sur la disponibilité et les coûts de maintenance d'une future tranche EPR.

Pour les systèmes élémentaires ou les matériels du lot n° 1, le tableau ci-dessous précise les allocations d'indisponibilité maximales à respecter par le titulaire du contrat.

This is followed by a table with two columns, ‘Système Elémentaire ou matériel’ (e.g. alternateur, turbine) and ‘Indisponibilité en heures par an’.

I’m currently using ‘outage allocations’ and would appreciate any confirmation one way or the other.
