I am confused by the 'de réserve' in this context, as it could mean a number of things:

(section on structure and numeration of documents to be supplied by the contractor as guidance for mantaining a boiler after commissioning)
Toute liste de plans sera constituée d'un maximum de 20 plans et contiendra au moins 30% de réserve.

Previous sentence refers to a list of revisions made to to documents.

Any ideas?

Explanation:
You're right, it IS a weird way of expressing it, isn't it?

My hunch is that they mean lists of drawings must be restricted to 20 entries, and leave enough blank space for another 6 drawings to be added (in other words, don't cram the list pages completely full), to allow for future revisions.

Quite how best to express that, I don't know -- and I've certainly never come across a standard expression for it!

Perhaps something along the lines of "leaving at least 30% space free" ??? or: "Leaving OR Including enough free space for at least 30% more drawings"
