neutral David Goward: You are basically right but,as I understand it, the Contractor is to write the safety (not security, IMHO) instructions, not carry them out.

Actually, "eliminate" is probably not so bright a choice. It presupposes that the dangerous working conditions are already there. In fact, however, this is about defining procedures for work that hasn't been done yet, and so "avoid" might be better.
