Not sure how to tackle this one - is it 'the chief engineer will be able to summon the contractor/request that the contractor attend'? attend what though - nothing mentioned in the text. Maybe I am approaching convoquer incorrectly. I am also slightly phased by 'à lui seul'.
Any help on this one much appreciated!
