This is from a description of a proposed study to be carried out by a consultant on a regional water observation mechanism in Africa. AMCOW is the African Ministers' Council on Water; the BAfD is the African Develoment Bank. Some of the French in the rest of the report has been "unusual" so I am wondering if what is meant here is simply the "appropriateness of the evelauations" or if it is do with who gets to see the evaluations, confidentiality having already been mentioned as an issue.
