From a document discussing short range vs. long range frequencies used in remote (water) meter reading technologies. I imagine the BIP is the signal transmitted by the device fitted on the meter... is it perhaps suggesting that it has the same range as the signal transmitted by a car for remote locking, for example? And is that really 30m?!

Explanation:
Yes, I suspect you have got it right, the 'bip' is almost certainly the little gizmo (like an alarm key fob, perhaps)

And I can also confirm that technically, at a frequency of 868 MHz, a range of 30 m is entirely feasible / likely --- just think of your car remote working across a car park...
