This is taken from a document about preparations for the degassing/cleaning of tanks which have contained crude oil or oil products.

Used as a noun, GDT translates 'jointer' as 'jointer' in English, with the definition: 'Tube formé de 2 sections soudées' - which could certainly fit this context.

However, as 'jointer' follows 'déconnecter' it looks like a verb, although it draws pretty much of a blank in most dictionaries. Can anyone explain what this might mean. I am ok with everything else, but just find this bit confusing as it seems to be suggesting that the pipes should be either disconnected or .....?

disconnected and blanked (off)??

Explanation:
Mostly guessing, but might "jointer" here refer to installation of a "joint plein", as in another of your questions? Blanking off a connection would achieve much the same result as disconnecting it.

PS: That's "blanked (off)", not "blankety-blank (off)". "Nuance!"
