This term occurs in a spec for a container gantry crane, in the section relating to a "guirlande", which I'm assuming to be the festoon cable supplying power to the operator's cabin on the trolley (cf. http://www.liftech.net/LiftechPublications/machtrly.pdf).

In this subsection headed "Guirlande et rail de guirlande", it says:
"Toute installation de matériel non conforme au matériel du fournisseur est proscrit (ex : câblette de liaison de pied de boucle, etc.)".

Very few ghits for "pied de boucle". Any ideas, anyone?

Pure invention. Not that I see what the bottom of the festoon loop would be attached to ...
And I am only assuming that "pied" is the bottom of the hanging loop, not the top.
