Just to clarify, I undestand the clamp-release mechanism to operate with half a turn.

Explanation:
Looks to me as if they're talking about the pegs that hold the hooks where you want them - you turn the peg 180° to release the hook, and turn it back 180° to fix it somewhere else along the beam.

agree  Claire Chapman: Yes, this is how I understand it; they are referring to the beam clamps which are on the hoist beam at a half turn.//The PDf file shows that the beam clamps can move up and down the hoist beam & the hooks on the clamps appear to turn 360° :-)
